Jason A. Frank, CELA
Jason A. Frank graduated from New York University School of Law and is the President of Frank, Frank & Scherr, LLC. His elder law, special needs and estate planning practice addresses the legal consequences of age related and other disabilities. He serves as the Assistant Baltimore County Attorney for the Baltimore County Department of Aging.
He authored "Elder law in Maryland" and Maryland Medicaid: "Long Term Care." Mr. Frank co-founded the Elder Law Section of the Maryland State Bar Association and has served twice as Chair of the Elder Law Section Council. He is a member of the National Academy of Elder Law Attorneys and co-founder and past president of the Maryland Chapter. He is a graduate of Maryland Leadership 2001, "AV" rated by Martindale Hubbell, and has been named a "Super Lawyer" by Baltimore Magazine from 2008 through the present.
He has taught at the University of Baltimore Law School, Towson University, The Johns Hopkins University, the Maryland Institute for Continuing Professional Education of Lawyers, the MSBA Continuing Legal Education Division, and the University of Maryland School of Law. He is a Certified Elder Law Attorney by the National Elder Law Foundation. He is a member of the Special Needs Alliance and the National Academy of Elder Law Attorneys Council of Advanced Practitioners.
In addition to serving on more than a dozen nonprofit boards and committees, he is the President and Trustee of the First Maryland Disability Trust.

Laurie S. Frank, Esq.
Laurie S. Frank graduated from the University of Maryland School of Law and holds a Masters Degree in Social Work and a Certificate in Gerontology from University of Maryland School of Social Work. Before joining the practice, Laurie was a Housing Specialist with the Maryland Office on Aging – Housing Division, with a focus on Medicaid issues. She has taught at the University of Maryland University College, the Maryland Institute for Continuing Professional Education of Lawyers ad Towson University. Kandace L. Scherr, Esq.
Kandace L. Scherr graduated from the University of Maryland School of Law. She is admitted to practice law in both Maryland and the District of Columbia, and is a member of both the Maryland and District of Columbia Bar Associations. Her practice focuses on Medicaid Planning, Guardianship, Veterans Benefits and the preparation of Wills, Powers of Attorney, Advance Directives and Living Wills. Kandace is a member of the National Academy of Elder Law Attorneys, the Elder Law Section of the Maryland State Bar Association and is an accredited attorney with the Department of Veterans Affairs. She is a frequent lecturer on Elder Law issues at professional and community programs and seminars.

Mary E. O'Byrne graduated from Yale University and the University of Maryland School of Law with a certificate in Health Care Law. She also holds a Masters of Business Administration from the University of North Carolina. Mary's practice concentrates in special needs and estate planning. She teaches at the Maryland Institute for Continuing Professional Education of Lawyers and other state and national educational forums. Previously, she worked in the health insurance and HMO industries, concentrating on strategic planning and information systems. She is a member of the Special Needs Alliance and the National Academy of Elder Law Attorneys. She is a member of the Elder Law and Estates and Trusts Sections of the Maryland State Bar Association. Phyllis J. Erlich, Esq.
Phyllis J. Erlich graduated from the University of Wisconsin and the University of Maryland School of Law. She is a member of the National Academy of Elder Law Attorneys, Elder Law Section of the American Bar Association, the Maryland State Bar and the Family Law and Estates and Trusts Sections of the Baltimore County Bar. She was also Secretary, Vice-Chair and Chair of the Elder Law Section of the Maryland State bar. Phyllis is a former Board member of the Central Maryland Alzheimer's Association.

Sage C. Graham graduated from Tufts University and the University of Maryland School of Law. She focuses her practice on estate and special needs planning. During law school Sage earned a certificate in Health Law and served as Editor-in-Chief of the Journal of Health Care Law & Policy. She also interned at the Office of Hearings at the Centers for Medicare and Medicaid Services and was a member of the University of Maryland School of Law's Public Health Clinic. Sage is a member of the National Academy of Elder Law Attorneys and the Maryland State Bar Association.
Michael N. Schleupner, Jr.
Michael N. Schleupner, Jr. is of counsel at Frank, Frank & Scherr, LLC. He is a graduate of Loyola College (now Loyola University Maryland) and Villanova University School of Law and has been a member of the Maryland Bar since 1972. His specialties are real property, banking and insurance law and he supports the firm’s special needs and estate and Medicaid planning practice with his expertise in land titles and conveyancing.
In addition to twenty years spent in private practice primarily representing lenders and developers, Mike has also worked in the title insurance industry and has served as regional counsel for Stewart Title Guaranty Company and as Maryland State Counsel for Chicago Title Insurance Company and Ticor Title Insurance Company. He has also served on the board of the Maryland Land Title Association and was awarded the coveted designation “Certified Land Title Professional” by that organization in recognition of his efforts to increase the professionalism of the industry through education. For several years Mike taught advanced level continuing education courses to attorneys and title industry professionals on the examination of titles involving such issues as easements, restrictive covenants, Maryland ground rents, tax sales, mortgage foreclosures and estate administration and taxation. As a member of the Financial Institution Lawyers of Maryland he drafted groundbreaking legislation dealing with the use of Certificates of Satisfaction to release Maryland Mortgages and Deeds of Trust. Mike is a long-time member of the Real Property, Planning & Zoning section of the Maryland State Bar Association and enjoys an AV-Preeminent rating from Martindale-Hubbell.
