Jason A. Frank, CELA
Jason A. Frank, New York University School of Law in 1979, is President of Frank, Frank & Scherr, LLC. His elder law, special needs and estate planning practice addresses the legal consequences of age related and other disabilities. He serves as the Assistant Baltimore County Attorney for the Baltimore County Department of Aging. He authored "Elder Law in Maryland", Lexis Law Publishing Co., 2009 3rd edition 5th revision, and Maryland Medicaid Long Term Care, Bisel, 2008. Mr. Frank co-founded the Elder Law Section of the Maryland State Bar Association and has served, twice, as Chair of the Elder Law Section Council. He is a member of the Special Needs Alliance and the National Academy of Elder Law Attorneys (NAELA); he is a co-founder and past President of the Maryland/D.C. NAELA Chapter. Mr. Frank is a graduate of Maryland Leadership 2001, "AV" rated by Martindale Hubbell, has been named a "Super Lawyer" by Baltimore Magazine in 2008, 2009 and 2010 and received a Daily Record Leadership in Law Award for 2009. He has taught at the University of Baltimore Law School, Towson University, The Johns Hopkins University, the Maryland Institute for Continuing Professional Education of Lawyers, and the University of Maryland School of Law. Mr. Frank is also President of First Maryland Disability Trust, Inc., which operates a pooled asset special needs trust, the First Maryland Disability Trust.

Laurie S. Frank, Esq.
Laurie S. Frank graduated from the University of Maryland School of Law and holds a Masters in Social Work and Certificate in Gerontology from the University of Maryland School of Social Work. Before joining the Law Office of Jason A. Frank in 1995, she was a Housing Specialist with the Maryland Department on Aging, with a focus on Medicaid issues. She has taught at University of Maryland University College, Maryland Institute for Continuing Professional Education of Lawyers, and Towson University. She is a member of the Elder Law Section of the Maryland State Bar Association, the National Academy of Elder Law Attorneys, and the National Association of Social Workers.

Kandace L. Scherr, Esq.
Kandace L. Scherr graduated from the University of Maryland School of Law. She is admitted to practice law in both Maryland and the District of Columbia,and is a member of both the Maryland and District of Columbia bar associations. Her practice focuses on Medicaid planning, Estate Planning and guardianship. She is also a member of the National Academy of Elder Law Attorneys and a member of the Elder Law Section of the Maryland State Bar Association.

Mary E. O'Byrne, Esq.
Mary E. O’Byrne, a partner in Frank, Frank & Scherr, LLC, graduated from the University of Maryland School of Law, a member of the Order of the Coif, and holds a Masters of Business Administration from the University of North Carolina. She received her Bachelors degree from Yale University. Her practice focuses on special needs planning, as well as elder law and estate planning. She teaches on these topics for the Maryland Institute for Continuing Professional Education of Lawyers and other state and national educational forums. In her prior career, Ms. O’Byrne worked for over ten years in the health insurance and HMO industries, concentrating on strategic planning and information systems. Admitted to the Maryland bar, she is a member of the Elder Law and Estates and Trusts Sections of the Maryland Bar Association, as well as the National Academy of Elder Law Attorneys and the Special Needs Alliance. Ms. O’Byrne is also the Executive Director of First Maryland Disability Trust, a pooled asset special needs trust.
Shannon L. Hammond, Esq.
Shannon L. Hammond graduated from the University of Baltimore School of Law. She is admitted to practice law in Maryland, the District of Columbia, and before the U.S. District Court for the District of Maryland. She is a member of the Estates and Trusts Section of the Maryland and District of Columbia bar associations, as well as the Women’s Bar Association of Maryland, and the Howard, Montgomery and Prince George’s County bar associations. Before joining Frank, Frank & Scherr, LLC, she focused her practice in the areas of estate and trust administration, estate planning, and guardianship administration. She now focuses primarily in the area of Medicaid planning.
